CESD Holds Legal Compliance and Risk Prevention Training Seminar

To enhance the legal awareness and compliance capabilities of its administrative staff, the College of Economic and Social Development (CESD) organized a legal training seminar on the afternoon of April 17 under the theme “Law-Based Governance and Risk Prevention.” The seminar was organized by the CESD’s administrative office and chaired by Professor Bai Xuejie, Vice Dean of the CESD. All administrative staff members participated in the training.

The seminar featured Attorney Hu Bingchen, legal counsel to the CESD and a lawyer from Tianjin Yungong Law Firm, who was invited to provide practical legal guidance. Drawing on real-world university administrative scenarios, Attorney Hu combined scenario simulations, case studies, and regulatory analysis to discuss four areas commonly encountered in university administration:

  • Compliance considerations for website announcements and public communications;

  • Legal issues related to online public opinion and crisis management;

  • Key points in reviewing procurement and service contract terms;

  • Legal risks associated with international receptions and foreign-related activities.

Through these examples, Attorney Hu identified common legal risks in administrative work and proposed corresponding preventive measures and management strategies. He recommended that the CESD further clarify the review responsibilities of different administrative units and establish a regular communication mechanism with legal counsel. He also emphasized the importance of learning from past cases, strengthening pre-contract review procedures, and improving the CESD’s overall capacity for legal compliance and risk management.

This seminar marked the 13th session of the CESDs “Administrative Management Enhancement and Innovation Training Series.” It provided administrative staff with practical guidance and concrete examples for incorporating legal knowledge into their daily work, thereby supporting the CESD’s ongoing efforts to strengthen governance and prevent operational risks.
