On May 10, 2026, the Beijing–Tianjin–Hebei Coordinated Development Forum, themed “Contributing Ideas for Advancing the New Journey of the 15th Five-Year Plan Through Regional Coordination,” was held at Nankai University.
Li Xuyan, Executive Deputy Director of the Publicity Department of the CPC Tianjin Committee and Chairman of the Tianjin Federation of Social Science Circles, and Sheng Bin, Vice President of Nankai University, attended the forum and delivered opening remarks. The opening ceremony was chaired by Xu Zhong, Deputy Director of the Publicity Department of the CPC Tianjin Committee.
During the forum, two major research achievements were officially released: the Regional Industrial Large Model 2.0and the 2026 Nankai Index for Beijing–Tianjin–Hebei Coordinated Development.
According to Professor Liu Binglian, Dean of the College of Economic and Social Development and Director of the College for Beijing–Tianjin–Hebei Coordinated Development at Nankai University, the Regional Industrial Large Model 2.0 is built upon the Institute’s long-term accumulation of high-quality textual data, high-resolution spatial datasets, and extensive macro- and micro-level information on urban economic operations, social development, transportation, and logistics across the Beijing–Tianjin–Hebei region.
Designed to serve three major application scenarios—government economic monitoring and early warning, corporate strategic planning, and think tank research—the platform establishes an integrated intelligent decision-support system capable of:
Dynamic policy tracking;
Public opinion and sentiment analysis;
Precise industrial chain identification;
Industrial spatial layout analysis;
Regional economic forecasting and decision support.
The model provides a new research paradigm and decision-making tool for evidence-based regional governance.
Professor Liu also introduced the 2026 Nankai Index for Beijing–Tianjin–Hebei Coordinated Development, which closely aligns with two emerging strategic priorities: the implementation of the spatial development plan for the Capital Metropolitan Area and the expansion and upgrading of the Beijing International Science and Technology Innovation Center.
The index focuses on dynamic developments across the region in areas including:
Industrial development;
Mobility of innovation resources;
Transportation and logistics;
Public services;
Consumer market integration and coordination.
By incorporating both supply-demand interactions and policy support mechanisms, the index provides a comprehensive assessment of the progress and effectiveness of coordinated regional development in the Beijing–Tianjin–Hebei region.
During the keynote session, presentations were delivered by:
Chen Wenling, Senior Research Fellow at the Academy of Contemporary China and World Studies;
Liu Bozheng, Former Executive Deputy Director of the Joint Office for Beijing–Tianjin–Hebei Coordinated Development and former member of the Leadership Group of the Beijing Development and Reform Commission;
Bai Xiangdong, Deputy Director of the Joint Office for Beijing–Tianjin–Hebei Coordinated Development and a Bureau-Level Official at the Tianjin Development and Reform Commission;
Wu Yiqing, Former Vice President of Hebei University of Economics and Business;
Zhang Gui, Secretary-General of the College for Beijing–Tianjin–Hebei Coordinated Development at Nankai University.
The forum was jointly organized by the Publicity Department of the CPC Tianjin Committee and Nankai University, and hosted by the Institute for Chinese Modernization Studies, the College for Beijing–Tianjin–Hebei Coordinated Development, the Tianjin Research Center for the Theoretical System of Socialism with Chinese Characteristics, and the Tianjin Federation of Social Science Circles.
The event brought together scholars, policymakers, and practitioners to exchange ideas and provide policy recommendations for advancing the high-quality coordinated development of the Beijing–Tianjin–Hebei region during China’s 15th Five-Year Plan period.
